We have JAG in the TOC the entire 21st century for Commanders to get clearance on tactical decisions concerning units in contact with the enemy.
Usually JAG at the Battalion level is an E4. They will explicitly tell you “they don’t work for the Commander.”
They work for JAG.
As far as subjective civilian control, in the 21st century you mean the Media, right?
